Three prominent government scholarship sources are MOE Taiwan Scholarship, Huayu Enrichment Scholarship (Chinese language study) and TaiwanICDF, in addition to each school's own scholarship. Overview of scholarships to study abroad in Taiwan
Taiwan government scholarships are announced through the Taipei Economic and Cultural Office (TECO) in Hanoi and Ho Chi Minh City, the Study in Taiwan page and the TaiwanICDF page. Each program has its own regulations and usually does not allow receiving two government scholarships simultaneously in the same academic year.

MOE Taiwan Scholarship

This is a scholarship from the Taiwan Ministry of Education for international students studying degree programs. According to information published by Taiwanese schools, the scholarship covers tuition and miscellaneous fees up to NT$40,000 per semester (the excess is paid by students themselves), with living expenses NT$15,000/month for bachelor's degrees and NT$20,000/month for master's and doctoral degrees. Maximum time: 4 years bachelor's degree, 2 years master's degree, 4 years doctorate.
Basic conditions
- Have good academic achievements and good moral qualities.
- Not Taiwanese nationality, not overseas Chinese; are not studying in Taiwan at the same level.
- Not receiving other Taiwan government scholarships at the same time.
- Submit your own application for admission to a Taiwanese school in parallel with the scholarship application.
Applications submitted through TECO according to area of residence; Candidates often have to go through an interview. The scholarship is reviewed annually based on academic results.
Huayu Scholarship: study Chinese in Taiwan
Huayu Enrichment Scholarship (HES) is for people who want to study Chinese at Chinese language centers affiliated with Taiwanese universities, lasting from 2 months (summer course) to 1 year. The scholarship provides a monthly allowance; Students take care of their own air tickets and some other expenses. This is a good stepping stone if you want to continue studying the Chinese language program or increase your chances of receiving MOE later. TaiwanICDF Scholarship
TaiwanICDF (Taiwan International Cooperation and Development Fund). full scholarship for programs taught in English, focusing on development sectors such as agriculture, public health, engineering, administration, and IT. According to the TaiwanICDF 2025 application handbook, Vietnam is on the list of eligible countries.

Note
You must meet the admission requirements of the partner school, only choose a major from ICDF's program list, and submit your highest degree by the specified deadline. Applications are submitted online, then preliminarily reviewed by the representative agency. The list of countries and programs may change each year.
University scholarships
Most of Taiwan's major universities have separate scholarships for international students: tuition exemption (partial or full), free dormitory, or monthly allowance for the first year, then reviewed based on GPA. At the graduate level, there is also support to work as a research assistant for professors. The advantage is that you submit the same admission application, with fewer review rounds than a government scholarship.

Frequently asked questions
Is it necessary to know Chinese to apply for a Taiwan scholarship?
Not required for programs taught in English (especially TaiwanICDF). However, having TOCFL is an advantage when applying for MOE and when living in Taiwan.
Can I receive MOE and school scholarship at the same time?
Depending on the regulations of each school and each year. Government scholarships usually do not allow receiving other government scholarships, but combined with school exemptions, you need to ask the school directly.
Does the MOE scholarship cover full tuition?
The scholarship supports a maximum of NT$40,000 per semester. If tuition fees are higher, students pay the difference themselves, unless the school provides additional discounts.
Is the TaiwanICDF scholarship available for undergraduates?
