Singapore has two major scholarship "doors" for Vietnamese students. The first door opens early, from grades 8–10, with the ASEAN Scholarship granted by the Singapore Ministry of Education (MOE) to study from Secondary 3 to the end of university preparatory level. The second door is scholarships from public universities, most notably the ASEAN Undergraduate Scholarship from NUS and NTU.

ASEAN Scholarship from the Singapore Ministry of Education

According to the official page of MOE Singapore, ASEAN Scholarship is for Vietnamese students who are studying in grade 8, 9 or 10, have good and stable academic results, are proficient in English and have achievements in extracurricular activities. The year of birth frame is specified for each admission course. Students are admitted to Secondary 3 at selected secondary schools, studying 4 years towards GCE A-Level or equivalent.

Selection process
Candidates submit applications online (usually open at the beginning of the year, around January-February), then those who enter the next round will take the exam and interview in Hanoi, Da Nang or Ho Chi Minh City. ASEAN Undergraduate Scholarship at NUS, NTU
According to the admission pages of NUS and NTU, the ASEAN Undergraduate Scholarship covers 100% of subsidized tuition (after deducting the Tuition Grant), along with a living allowance of S$5,800/year, an accommodation allowance of S$3,000/year and a one-time S$1,750 to buy a computer (as of the time of updating the article).
- NUS: no need to apply for a separate scholarship; All qualified candidates will be considered for admission, and candidates entering the next round will be invited to interview.
- NTU: submit scholarship form with admission documents, including short essay and teacher evaluation.
- Maintain a minimum GPA of 3.5/5.0 and good conduct; Do not accept other scholarships in parallel without the school's approval.

Tuition Grant and 3-year work commitment
The ASEAN Undergraduate scholarship itself has no strings attached, but the recipient must receive a Tuition Grant (tuition subsidy from MOE Singapore). International students receiving the Tuition Grant must commit to working for a company registered in Singapore for 3 years after graduation (Medicine and Dentistry have a longer term according to Ministry of Health regulations). Is MOE's ASEAN Scholarship binding to work in Singapore?
MOE's information page for high school scholarships does not state any obligations. However, when you go to Singapore university and receive the Tuition Grant, you will have a 3-year work commitment.
Do I have to apply separately for the NUS ASEAN scholarship?
According to NUS, no separate application is required; Eligible candidates will be considered for admission. NTU requires a separate scholarship form.
Do NUS and NTU scholarships cover all costs?
The scholarship covers tuition fees after the Tuition Grant and fixed stipends. The actual cost of living in Singapore may be higher, so you should plan ahead.
If I drop out of school midway, do I have to return it?
